WHAT MAKES A PUBLIC WARNING SYSTEM EFFECTIVE?
In order to be effective a Public Warning System must perform certain critical functions:

  • Serve all hazards - equally effective for natural or man-made disasters, severe   
    weather, public health emergencies, terrorist attacks and bio-terrorism, and
    missing children;
  • Be easy to use and understand;
  • Have the ability to turn itself on, but only when it’s necessary for your safety;
  • Offer real-time notification and response coordination;
  • Notify only those in affected areas (does not Spam or warn unaffected citizens);
  • Allow the listener to distinguish what’s urgent from what’s nice to know;
  • Tell the listener what to do with  specific "actionable" instructions.

The system must be able to reach all recipients at the same time and have the ability to:

  • Alert rural residents;
  • Alert the hearing impaired;
  • Awaken people in the middle of the night;
  • Offer messages in multiple languages;
  • Demand no user fees.
