In order to be effective a Public Warning System must perform certain critical functions:
- Serve all hazards - equally effective for natural or man-made disasters, severe
weather, public health emergencies, terrorist attacks and bio-terrorism, and missing children;
- Be easy to use and understand;
- Have the ability to turn itself on, but only when it’s necessary for your safety;
- Offer real-time notification and response coordination;
- Notify only those in affected areas (does not Spam or warn unaffected citizens);
- Allow the listener to distinguish what’s urgent from what’s nice to know;
- Tell the listener what to do with specific "actionable" instructions.
The system must be able to reach all recipients at the same time and have the ability to:
- Alert rural residents;
- Alert the hearing impaired;
- Awaken people in the middle of the night;
- Offer messages in multiple languages;
- Demand no user fees.
